1.Main existing experience of the wind power application in Energy sector in Russia: - Kalmytskaya Wind Power Plant (Elista town).. Technical parameters of the Raduga-1 unit. - Zapoliarnaya Wind Power Plant (Vorcuta town, over Polar circle). - Kulikovskaya Wind Power Plant (Kaliningrad region). Technical parameters of the V27-225kW unit. 2. Problems of the wind power in Russia: - low investment activity; - not attractive terms for power producing business; - high custom duties and VAT for machine import.

3. The draft wind power program in energy sector of Russia. - creation of new federal legislation for wind power; - creation of new norms for wind power project realization; - economic efficiency analysis of existing wind power stations; - new projects selection for implementation; - PR for wind power support; - foreign legislation and existing experience study, - new feasibility study creation, etc. 4. Definition of the total and the economic potential of the wind power production in Russia.
